These were some nice effects I got while doing PS after a loong time. The blue thing is a motion blur. The white thing is a lens flare. I have manually created some of the bubbles. The rest are created by using paths and stroking them with scattered brushes. Then some outerglows and stuff and that's it! @Ankur: Thanks!
